12 Plaintiff Clay B. Collier moves for summary judgment to reverse the Commissioner of the 13 Social Security Administration’s (the “Commissioner’s”) final administrative decision, which 14 found Plaintiff not disabled and therefore denied his application for benefits under Titles II and 15 XVI of the Social Security Act, 42 U.S.C. § 401 et seq. [Docket No. 15.] The Commissioner 16 cross-moves to affirm. [Docket No. 17.] For the reasons stated below, the court grants the 17 Commissioner’s motion and denies Collier’s motion. 18 I.
