17 18 INTRODUCTION 19 Plaintiff Mario Keelen seeks judicial review of a final decision by the Commissioner of the 20 Social Security Administration denying his claim for supplemental security income (“SSI”) 21 benefits under Title XVI of the Social Security Act (“SSA”). 1 The plaintiff moved for summary 22 judgment.2 The Commissioner opposed the motion and filed a cross-motion for summary 23 judgment.3 Under Civil Local Rule 16-5, the matter is submitted for decision by this court without 24 25 1 Pl.
