9 I. INTRODUCTION 10 This is a pro se civil rights complaint under 42 U.S.C. § 1983 filed by Plaintiff, a state 11 prisoner currently incarcerated at California State Prison-Sacramento. He alleges constitutional 12 rights violations at Salinas Valley State Prison (“SVSP”) where he was previously incarcerated. 13 Dkt. 1 at 6, 8.1 He has named the following Defendants: Office of Appeals (“OOA”) Chief M. 14 Voong and Acting Chief R. L. Briggs. Plaintiff seeks injunctive relief. 15 Specifically, Plaintiff claims Defendants have prevented him from filing certain grievances 16 in which he complained that SVSP Correctional Officer E.
