13 14 Plaintiff seeks judicial review of an administrative law judge (“ALJ”) decision denying his 15 application for disability insurance benefits and supplemental security income under Titles II and 16 XVI of the Social Security Act. On May 1, 2015, Plaintiff filed his applications for disability 17 benefits alleging an onset date of December 31, 2008. See Administrative Record1 (“AR”) (dkt. 16) 18 at 20. The ALJ denied the applications on November 20, 2017. Id. at 31. Plaintiff’s request for 19 review was denied by the Appeals Council on September 17, 2018 (id. at 1-6), and thus, the ALJ’s 20 decision is the “final decision” of the Commissioner of Social Security which this court may 21 review.
