19 Plaintiff Dignity Health brings the instant lawsuit against Defendant California Department 20 of Industrial Relations, Division of Labor Standards Enforcement, and Defendant Lilia Garcia- 21 Brower. Before the Court is Defendants’ motion to dismiss the complaint. Having considered the 22 submissions of the parties, the relevant law, and the record in this case, the Court GRANTS 23 Defendants’ motion to dismiss the complaint. 24 I. BACKGROUND 25 A.
