12 Plaintiff Demetta Bass moves for summary judgment to reverse the Commissioner of the 13 Social Security Administration’s (the “Commissioner’s”) final administrative decision, which found 14 Bass not disabled and therefore denied her application for benefits under Title XVI of the Social 15 Security Act, 42 U.S.C. § 1381 et seq. The Commissioner cross-moves to affirm. For the reasons 16 stated below, the court grants in part Bass’s motion, denies the Commissioner’s cross-motion, and 17 remands this case for further proceedings. 18 I.
