13 Before the court is plaintiffs The United States of America, on behalf of the United States Environmental Protection Agency (“EPA”) and the People of the State of California by and through the California Air Resources Board’s (“CARB” and, together with EPA, “plaintiffs”) motion to enter consent decree. Also before the court is plaintiff CARB’s motion to enter consent decree. The motions are unopposed. The matters are fully briefed and suitable for decision without oral argument. Having read the parties’ papers and carefully considered their arguments and the relevant legal authority, and good cause appearing, the court hereby GRANTS both motions for the following reasons.
