Petitioner Claude Bent is a foreign national detained in Mesa Verde ICE Processing Facility (“Mesa Verde”), which is located in Kern County, California. Before the court is Bent’s motion for a temporary restraining order (“TRO”) seeking immediate release from detention because of the COVID-19 pandemic. [Docket Nos. 20 (“Mot.”), 23 (“Reply”).] Respondents oppose. [Docket No. 22 (“Opp.”).] For the reasons stated below, the petition is conditionally granted. I. BACKGROUND A.
