INTRODUCTION 15 Plaintiff Ruben A. seeks judicial review of the Commissioner’s final decision denying his 16 application for Social Security Disability Insurance (SSDI) benefits under Title II of the Social 17 Security Act. He moves for summary judgment or, in the alternative, remand for further 18 administrative proceedings. Defendant, the Commissioner of the Social Security Administration 19 (SSA), cross-moves for summary judgment and for affirmation of the Commissioner’s final 20 decision.
