12 13 Plaintiff, an inmate at Corcoran State Prison, has filed a pro se action pursuant to 42 14 U.S.C. § 1983 alleging that Salinas Valley State Prison correctional officials violated his 15 constitutional rights. His complaint (Dkt. No. 1) is now before the Court for review under 28 16 U.S.C. § 1915A. For the reasons set forth below, the complaint is DISMISSED with leave to 17 amend. Plaintiff has been granted leave to proceed in forma pauperis in a separate order. 18 DISCUSSION 19 A. Standard of Review 20 A federal court must conduct a preliminary screening in any case in which a prisoner seeks 21 redress from a governmental entity or officer or employee of a governmental entity.
