13 14 Pro se plaintiff Melina Razavi filed a complaint and application to proceed in forma 15 pauperis (“IFP”) on October 25, 2019. Dkt. Nos. 1, 2. The Court granted Ms. Razavi’s IFP 16 application on November 14, 2019. Dkt. No. 4. Having screened the complaint pursuant to 28 17 U.S.C. § 1915(e), however, the Court finds that it lacks subject matter jurisdiction and that the 18 complaint otherwise fails to state a claim upon which relief may be granted. 19 Although Ms. Razavi has consented to magistrate judge jurisdiction, unserved defendant 20 Target Stores (“Target”) has not.
