Plaintiffs A.O., A.S.R., L.C., R.M., and I.Z.M. (collectively, “Plaintiffs”), on behalf of themselves and all other similarly-situated individuals (the “proposed class”), move for a preliminary injunction against Defendants United States Citizenship and Immigration Services (“USCIS”); Kenneth T. Cuccinelli, Acting Director of USCIS; Robert M. Cowan, Director of the USCIS National Benefits Center; United States Department of Homeland Security (“DHS”); and Kevin K. McAleenan, Acting Secretary of DHS (collectively, “Defendants”). Dkt. 10.
