INTRODUCTION 14 Pro se plaintiff Ivaldo Lenci brings this complaint for declaratory relief, asking the Court 15 to “honor [his] intentions to establish a new and better Republic.” Pending before the Court is the 16 government’s Motion to Dismiss under Federal Rules of Civil Procedure 12(b)(1) and 12(b)(6). 17 ECF No. 14. Lenci filed an Opposition (ECF No. 20) and the government filed a Reply (ECF No. 18 21). The Court finds this matter suitable for disposition without oral argument and VACATES 19 the May 21, 2020 hearing. See Civ. L.R. 7-1(b). Having considered the parties’ positions, 20 relevant legal authority, and the record in this case, the Court GRANTS the government’s motion 21 for the following reasons. 22 II.
