13 Petitioner Ronald Singh is a citizen of Fiji who was detained by U.S. Immigration and Customs Enforcement (“ICE”) in July 2018. In these proceedings, Mr. Singh has been held at the Federal Detention Center in Honolulu, Hawaii (“FDC Honolulu”) and most recently at the Mesa Verde Detention Facility (“Mesa Verde”) in Kern County, California. He filed the present action for habeas corpus relief, claiming that he is being detained under circumstances that violate his due process rights under the Fifth Amendment of the U.S. Constitution.
