11 After filing a first amended complaint, Dkt. No. 36, plaintiffs moved for a preliminary injunction with respect to ownership and possession of firearms, Dkt. No. 38. The motion is denied. BACKGROUND This case began in December 2018, when individual plaintiffs Chad Linton and Paul McKinley, and five non-profit organizations dedicated to firearms advocacy, sued the Attorney General and other officials of the State of California. Dkt. No. 1. The individual plaintiffs allege that they were denied authorization to acquire firearms by the California Department of Justice under a long-standing policy that bars ownership or possession of firearms by convicted offenders.
