12 Plaintiffs the Yurok Tribe, Pacific Coast Federation of Fishermen’s Associations, and 13 Institute for Fisheries Resources (collectively, “the Yurok Tribe”) seek to lift the stay of litigation 14 to which the parties stipulated on March 27, 2020, asserting that defendants U.S. Bureau of 15 Reclamation and the National Marine Fisheries Service (“NMFS”) (collectively, the “Bureau”) 16 failed to comply with the terms of the stipulation. The Yurok Tribe also seeks a temporary 17 restraining order (“TRO”) requesting that the Court order the Bureau to allocate an additional 18 16,000 acre-feet (“AF”) of water to the Environmental Water Account (“EWA”) for the purposes 19 of Klamath River flows. 20 The Klamath River basin is in the midst of severely…
