INTRODUCTION This action was reassigned from a magistrate judge to the undersigned in light of a recent 11 Ninth Circuit decision.2 Petitioner, a federal prisoner incarcerated at the Federal Correctional 12 Institution in Dublin, California, filed a pro se petition for a writ of habeas corpus under 28 U.S.C. 13 § 2241. Dkt. 1. Thereafter, she filed an amended petition, which is the operative petition in this 14 action.3 Dkt. 7. Petitioner has filed a motion for leave to proceed in forma pauperis.
