Plaintiff Wilbert Winchester brings this action against defendants Oakland Housing Authority (“OHA”) and OHA officers Adam Ward, Muang Saeturn, and David Cach, alleging five causes of action for violations of the Fourth Amendment, pursuant to 42 U.S.C. section 1983, based on alleged unlawful detention, failure to intervene, illegal search, false arrest, deliberate fabrication of evidence, malicious prosecution, and Monell liability. Now before the Court is defendants’ motion for summary judgment, which came on for hearing on March 19, 2020.
