9 10 Kasey Hoffman is a state prisoner proceeding pro se in this civil rights action under 42 11 U.S.C. § 1983. This case proceeds with allegations that the sole defendant, Oliveros, improperly 12 screened and handled plaintiff’s legal mail being sent to the Lassen County Department of Child 13 Support Services in violation of federal and state law. Defendant has filed a motion for summary 14 judgment on the federal claim on administrative exhaustion grounds1, and a motion to dismiss the 15 state law claims for failure to properly comply with California’s Government Claims Act. 16 Plaintiff filed an opposition and defendant filed a reply.
