17 INTRODUCTION 18 Plaintiffs Ian Vianu and Irina Bukchin, both California residents, have wireless-service 19 contracts with AT&T Mobility LLC. On behalf of themselves and a putative class of similarly 20 situated California consumers, they sued AT&T, claiming that AT&T offers so-called flat monthly 21 wireless-service plans and — after the customers sign up for the wireless-service contracts at that 22 rate — adds an “Administrative Fee” that it misleadingly suggests is a legitimate surcharge (like a 23 government-type surcharge) when it is just an unfair and deceptive scheme to boost its monthly 24 rates.1 The complaint has five California state-law claims: (1)…
