12 Joseph Anthony George, a prisoner at the Pelican Bay State Prison, filed this pro se civil rights action under 42 U.S.C. § 1983. The court reviewed his complaint and dismissed it with leave to amend; the court also denied his requests for a temporary restraining order and appointment of counsel. Plaintiff has filed an amended complaint that is now before the court for review pursuant to 28 U.S.C. § 1915A. Plaintiff also has filed a second request for a temporary restraining order and second request for appointment of counsel that are now before the court for review. 19 BACKGROUND A.
