12 Before the Court is Proposed Intervenors’ motion for leave to intervene and motion for a temporary restraining order and preliminary injunction. ECF No. 95. The Court will grant the motion for a temporary restraining order. I. BACKGROUND A. This Case The substance of this action is set forth in detail in, among other places, the Court’s July 24, 2019 order granting Plaintiffs’ motion for a preliminary injunction. See E. Bay Sanctuary Covenant v. Barr, 385 F. Supp. 3d 922 (N.D. Cal. 2019).
