17 INTRODUCTION This is a case brought under the Freedom of Information Act (“FOIA”), 5 U.S.C. § 552. The plaintiff, The Center for Investigative Reporting, submitted a FOIA request to the Federal Bureau of Investigation (FBI) about the 2002 murders of two American citizens in Papua, Indonesia.1 There is a pending indictment against the murder suspect, an Indonesian citizen and Papuan separatist fighter named Anthonius Wamang, who was convicted of the murders in Indonesia and is serving a life sentence there.
