Plaintiff American Small Business League (“ASBL”) filed this Freedom of Information Act (“FOIA”) case against Defendants United States Office of Management and Budget (“OMB”) and United States Small Business Administration (“SBA”). Defendants now move to sever ASBL’s claims against each of the two agencies, arguing that Defendants are improperly joined pursuant to Federal Rule of Civil Procedure 20(A)(2). This motion is suitable for resolution without a hearing. Civ. L.R. 7-1(b). For the following reasons, Defendants’ motion to sever is granted. I.
