Plaintiffs here own and operate the restaurants The French Laundry and Bouchon Bistro in Napa County California. They bring a declaratory judgment action against their insurer Hartford Fire Insurance Company seeking a declaration that the County’s March 18, 2020 shelter-in-place order triggered coverage under Plaintiffs’ insurance policy.
