The Court, having reviewed the SAC pursuant to 28 U.S.C. § 1915(e)(2), rules as follows. I. BACKGROUND The above-titled action arises from Schultz’s application for a Harry S. Truman Scholarship (“Scholarship”) and, in particular, his 2009 finalist interview.
