I. INTRODUCTION This action was transferred to this district from the United States District Court for the Eastern District of California. See Dkts. 22, 24, 26. Plaintiff, a state prisoner who is currently incarcerated at the California Health Care Facility (“CHCF”), had filed a pro se civil rights complaint pursuant to 42 U.S.C. § 1983. He then filed an amended complaint, which is the operative complaint in this action. Dkt. 21. He has been granted leave to proceed in forma pauperis. Dkts. 7.
