12 13 I. INTRODUCTION Plaintiff Sumante J. Hutchinson, proceeding pro se, filed suit against a number of defendants: the state of California; Redwood City; San Ramon; Kaiser Permanente; and the University of California, Santa Cruz. The Court previously granted Redwood City’s motion to dismiss Plaintiff’s federal law claim against it, but denied the City’s motion to dismiss state law claims. Docket No. 27 (“MTD Order”). Now pending before the Court is Redwood City’s motion for judgment on the pleadings on the ground that Plaintiff has failed to comply with mandatory requirements to pursue his claim under the California Tort Claim Act.
