12 Plaintiff Tetra Tech EC, Inc. (Tetra Tech) has asked for a declaration that “the Final Parcel G Removal Site Evaluation Work Plan for the Former Hunters Point Naval Shipyard in San Francisco, California (June 2019) (Final Parcel G Work Plan), prepared by the United States Department of the Navy and approved by the United States Environmental Protection Agency, is unlawful.” Dkt. No. 48 at 1. Tetra Tech sued the Navy and its Secretary, and the Environmental Protection Agency and its Administrator, and alleges that those defendants have violated the Administrative Procedure Act (APA) in various ways in preparing the Final Parcel G Work Plan.
