Plaintiff American Small Business League (“ASBL”) filed this action for declaratory and injunctive relief pursuant to the Freedom of Information Act (“FOIA”), 5 U.S.C. § 552, against Defendant United States Office of Management and Budget (“OMB”). The parties filed cross motions for summary judgment. [Docket Nos. 43, 48.] This matter is suitable for resolution without a hearing. Civ. L.R. 7-1(b).
