INTRODUCTION Plaintiff, a California prisoner proceeding pro se, filed this civil rights case under 42 U.S.C. § 1983 against the County of Monterey, Monterey County Sheriff Steve Bernal, Deputy Sullivan, Deputy Lowe, and several other unnamed officials at the Monterey County Jail (“Jail”) where Plaintiff was formerly housed. The operative complaint is the Third Amended Complaint (“TAC”) dated June 17, 2022. (ECF No. 33.)
