I. INTRODUCTION Plaintiff Kwesi Muhammad filed this civil action in the Monterey County Superior Court, Muhammad v. Martinez, et al., Case No. 22CV003237, stemming from alleged constitutional violations relating to prison officials’ failure to take adequate precautions against the spread of COVID-19 at the Correctional Training Facility (“CTF”), where he was previously incarcerated.
