12 Petitioner, an inmate at Folsom State Prison in Represa, California, filed this pro se petition for a writ of habeas corpus pursuant to 28 U.S.C. § 2254, challenging his 2012 state court conviction from Contra Costa County. For the reasons set forth below, the Court orders Respondent to file an answer to the petition. DISCUSSION A.
