13 This is a pro se civil detainee’s civil rights action, filed on August 27, 2023, in the Central District of California and subsequently transferred to this district. Plaintiff is in state custody at Salinas Valley State Prison (SVSP). He is paralyzed from the waist down, and brings claims against a correctional officer, psychologist, and three nurses at SVSP for using harassing language and leading him to engage in self-harming behavior and failing to provide him adequate medical and nursing care.
