17 INTRODUCTION AND STATEMENT 18 The plaintiff John-Michael Gutierrez, who represents himself and is proceeding in forma 19 pauperis, sued the California Department of Justice, the California “Governor’s Office,” and the 20 “State of California.” There is a second plaintiff, JMCG Systems International LLC (presumably 21 the plaintiff’s company). The plaintiff describes himself as a qui tam relator suing on behalf of the 22 United States, and in the body of the complaint he identifies additional defendants: the FBI, the 23 Santa Maria Police Department, the Santa Barbara County Sheriff’s Department, the San Luis 24 Obispo County Sheriff’s Department, “and their informants and co-conspirators.” The plaintiff 25 asserts one claim…
