17 18 Plaintiff, a state prisoner, filed a pro se civil rights complaint pursuant to 42 U.S.C. 19 § 1983, concerning events which occurred at a jail while in the custody of the Napa 20 County Department of Corrections (“NDOC”), where Plaintiff was temporarily housed 21 before his transfer to a state prison.
