12 INTRODUCTION 13 Plaintiff Ernest Cornejo, a California prisoner proceeding pro se, filed this civil rights case 14 under 42 U.S.C. § 1983 against officials at the Salinas Valley State Prison (“SVSP”), where 15 Plaintiff was formerly housed. He is granted leave to proceed in forma pauperis in a separate 16 order. For the reasons discussed below, certain claims are dismissed, and the complaint is ordered 17 served on other Defendants based on the claims that are, when liberally construed, cognizable. 18 The case is referred to the Court’s Prisoner Mediation Program and STAYED for the duration of 19 the mediation proceedings except as provided below. 20 ANALYSIS 21 A.
