12 13 BACKGROUND 14 Petitioner Adrian Cabrera Espinoza has been detained by U.S. Immigration and Customs 15 Enforcement pursuant to 8 U.S.C. § 1226(c) since November 2022 while his ongoing removal 16 proceedings remain pending. After nearly eleven months of civil detention, he filed a petition for 17 writ of habeas corpus and a motion for a preliminary injunction requiring a bond hearing before a 18 neutral decisionmaker—something he had not previously been provided.
