12 13 Pending before the Court are the County Defendants’1 and Legacy Long Distance 14 International’s motions to dismiss. See Dkt. Nos. 11, 25. The Court finds these matters 15 appropriate for disposition without oral argument and the matters are deemed submitted. See Civil 16 L.R. 7-1(b). For the reasons discussed below, the Court GRANTS IN PART and DENIES IN 17 PART Defendants’ motions to dismiss. 18 I. REQUEST FOR JUDICIAL NOTICE 19 In support of their motion to dismiss, the County Defendants filed a request for judicial 20 notice regarding, inter alia, court records associated with Plaintiff’s underlying criminal matters as 21 well as administrative jail records.
