22 23 Before the Court is Petitioner Tony Goodrum’s (“Petitioner”) Second Amended 24 Petition for Writ of Habeas Corpus (“Petition”). (Doc. No. 75.) On February 23, 2018, 25 Magistrate Judge Jan M. Adler issued a Report and Recommendation (the “R&R”) 26 recommending the Petition be denied. (Doc. No. 91.) On June 18, 2018, Petitioner filed 27 objections to the R&R. (Doc. No. 96.) Respondent replied to the objections on June 28, 28 2018. (Doc. No. 97). For the reasons outlined below, the Court ADOPTS the R&R and DENIES the Petition. I.
