Pending before the Court in this administrative review action are cross-motions for summary judgment. (Docs no. 70, 71.) The motions are fully briefed. They were taken under submission without oral argument pursuant to Civil Local Rule 7.1.d. For the reasons stated below, Plaintiffs’ motion is denied, and Defendants’ motion is granted. I.
