I. PROCEDURAL BACKGROUND
21 On September 28, 2020, Plaintiff Dedrick Lamont Girley initiated this action by 22 filing a Complaint against Defendant Patti C. Ratekin. (ECF No. 1). On the same day, 23 Plaintiff filed a Motion for Leave to Proceed in Forma Pauperis (“Motion for Leave to 24 Proceed IFP”). (ECF No. 2).
