INTRODUCTION On April 26, 2021, Plaintiff Sean Matthew Finnegan (“Plaintiff”), proceeding pro se, filed a complaint against Defendant Jeffery Frazier (“Defendant”) pursuant to 18 U.S.C. § 1001. (Dkt. No. 1.) Plaintiff alleges that false statements were made when the Defendant, a judge in Fulton County, Georgia, dismissed Plaintiff’s case for failure to appear. (Dkt. No. 2.)
