19 Plaintiff Harold L. Wilborn, proceeding pro se, is a former employee of the U.S. Custom and Border Patrol law enforcement agency (“CBP”). He brings this suit against the Secretary of the Department of Homeland Security, Defendant Alejandro Mayorkas (“Defendant” or “Secretary Mayorkas”), for alleged violations of the Fourth, Fifth, and Fourteenth Amendments of the U.S. Constitution and for alleged violations of Title VII of the Civil Rights Act of 1964 (“Title VII”).
