Donovan Correctional Facility (“RJD”) in San Diego, California, is proceeding pro se and in forma pauperis in this civil rights action pursuant to 42 U.S.C. § 1983. (ECF Nos. 1, 29, 32.) Presently before the Court is Plaintiff’s motion for neutral expert and a renewed motion to appoint counsel. (ECF Nos. 53, 54.)
