Plaintiff Raul A. Yescas, III, currently incarcerated at Mule Creek State Prison in Ione, California, is proceeding pro se and in forma pauperis (“IFP”) in this civil rights action pursuant to 42 U.S.C. § 1983. (ECF No. 1, “Compl.”) Plaintiff alleges that when he was previously housed at the Richard J.
