19 Proceeding pro se, Plaintiff Victoria Ngyuen (“Nguyen”) brought this civil action against fourteen named San Diego police officers. (Compl., ECF Nos. 1, 1-1.) Nguyen simultaneously filed an application to proceed in forma pauperis (“IFP”). (IFP Appl., ECF No. 2.)
